I need to download a GUI Interface (a tool like Toad, I am unable to get the free version of it.) to work with SQL, PL/SQL.
Can anyone please provide me link from where I can download it for free.

Newbies should use command line tools.

Not entirely true.
GUI-tools are for people who know (more or less Smile) what it is they are doing. That can happen at several levels.
GUI-tools are great for development performance. Great to automate parts of development.

All this, only after you learned at least the basics, and only if you are willing to revert to sqlplus once you don't understand what's going on in the GUI-tool.
