I have an assignment to check/test, Data Guards implemented by a vendor. I am to report that implementation is correct and data guard is perfect, if there are discrepancies/shortcomings i have identify. What steps should i follow to do this.

Perhaps you could follow the instructions in section 3.2.7 of the fine Oracle® Data Guard Concepts and Administration manual.
