well this is interesting ..
does someone need to create a new database in order to use the cold backup ?
or just installl the server and copy the init.ora file plus the cold datatbde backup + control files of course ?

You mean "does one need to create a new database before one can restore from cold backup"?
The answer is NO - that will defeat the purpose.
